If all goes as planned, effective October 1, 2014, there will be a national database containing information about drivers holding a CDL that can be accessed by DOT regulated trucking and bus companies and others.

The database will contain drug and alcohol information on all licensed CDL drivers in the United States, and will be run by the U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA). This proposed regulation will touch every CDL holder and their employers and is the most significant regulatory change since 2001 when 49 CFR Part40 Regulations were adopted. On April 21, 2014, comments to the DOT close on these proposed regulations.
