William (Bill) Emanuel is a California attorney who recently completed a four-year term in Washington, DC as a Member of the National Labor Relations Board, after being appointed to that position by the President. Before that appointment, Bill had advised and represented numerous California employers as legal counsel during his long career in traditional labor matters, including collective bargaining negotiations, labor arbitrations, union election campaigns, strikes and picket lines, unfair labor practice cases, access to employer property, and union-related litigation. This included substantial experience in representing employers at the bargaining table and drafting collective bargaining agreements.
In addition, he had previously served as a member and chairman of two employer organizations, the Labor Relations Advisory Committee and the Employers Group Legal Committee.
