Overview
Troy is a member of the Constangy Cyber Team. He works with our cyber litigation team and defends clients in class action matters resulting from data privacy and security events.
Troy brings years of litigation experience to the cyber litigation team, including substantial experience defending clients in class action matters resulting from data privacy and security-related claims in state and federal courts across the United States. He also has extensive litigation experience representing municipal, state, and federal entities.
Before joining the Constangy cyber litigation team, Troy represented the U.S. Department of Veterans Affairs Office of General Counsel, the City of Dayton, Ohio, and the State of Ohio in a variety of litigation matters. He also defended clients in complex class action matters at a national data privacy and cybersecurity law firm.
Troy earned his J.D., summa cum laude, from Northern Kentucky University’s Salmon P. Chase College of Law, where he graduated first in his class and served as Associate Editor and Research Editor for the Northern Kentucky Law Review. He earned his Bachelor of Arts in Biblical Studies, summa cum laude, from Cincinnati Christian University. Troy holds the Certified Information Privacy Professional/United States (CIPP/US) credential and is licensed to practice law in Ohio and Pennsylvania.
