Meet the Attorneys

Amanda Novak – Senior Counsel (Minneapolis)

Amanda advises clients on compliance with data privacy and information security laws and regulations. Amanda brings substantial experience guiding organizations through complex data privacy and security incidents, having assisted clients in responding to hundreds of such events. In her incident response work, she has facilitated digital forensic investigations, coordinated threat actor communications, and supported network restoration efforts, while helping clients comply with contractual obligations, consumer notification requirements, and regulatory reporting mandates. As a member of Constangy’s compliance advisory team, Amanda counsels clients on evolving state, federal, and international privacy frameworks, including the EU General Data Protection Regulation (GDPR), the California Privacy Rights Act (CPRA), and the Health Insurance Portability and Accountability Act (HIPAA). She also works closely with organizations to develop and implement comprehensive privacy compliance programs, including data subject request processes, privacy and security policies, cross-border data transfer mechanisms, incident response plans, and data processing agreements.

Amanda earned her Juris Doctor, magna cum laude, from the University of Minnesota Law School, where she served as an editor of the Minnesota Law Review and published scholarship on the intersection of artificial intelligence and the law. She has also published academic articles addressing international law, emerging technologies, and issues related to peace and security. Amanda earned her Bachelor of Arts with honors in English from the University of Wisconsin – La Crosse. She holds multiple certifications from the International Association of Privacy Professionals, including CIPP/US, CIPP/E, and Artificial Intelligence Governance Professional (AIGP), and is admitted to practice in Minnesota.

Cordia Perez – Senior Counsel (Denver)

Cordia brings extensive experience litigating insurance claims and managing complex cyber insurance matters. Cordia has deep expertise in handling high-exposure cyber claims, including those involving data breaches, ransomware incidents, and privacy-related litigation. Prior to joining Constangy, she served as Cyber Claim Counsel for national insurers, where she evaluated policy coverage, exclusions, and endorsements, and managed complex claims involving cyber events. Over the course of her career in the cyber insurance space, Cordia has evaluated more than 150 data breach and ransomware claims and worked closely with claims professionals, managing directors, underwriters, and agents to support risk mitigation and recovery efforts. She has also analyzed and adjusted cyber-related class action claims, monitored litigation strategy, and coordinated reserve-setting processes. Earlier in her career, Cordia defended litigation matters for a national insurance carrier and served as a public defender in Colorado and Illinois, representing clients in trials, evidentiary hearings, and complex proceedings.

Cordia earned her Juris Doctor from DePaul University College of Law and her Bachelor of Arts, summa cum laude, in Political Science with a minor in Spanish from Fort Lewis College. She is admitted to practice in Colorado and Illinois.
