Meet Our Newest Cybersecurity Leaders

Andrew Chase — Partner (New York)

Andrew brings an exceptional combination of legal experience and hands-on technical leadership. With more than two decades in technology, cybersecurity, and litigation, Andrew’s background uniquely positions him to help clients navigate high-stakes cyber and data privacy challenges.

In his prior role, Andrew advised organizations on state, federal, and international privacy law compliance, cybersecurity governance, commercial contracting, and response strategies. He also brings deep incident response insight from his technical work as a network security architect, where he designed and delivered comprehensive enterprise cybersecurity programs and services. Andrew has real courtroom experience, having participated in over 60 jury trials and more than 80 bench trials — providing clients with a rare blend of strategic, technical, and litigation expertise.

Andrew holds a J.D. from Seattle University School of Law, an M.S. in Computer Information Systems (Security) from Boston University, and several professional cybersecurity certifications.

Craig Steen — Partner (Philadelphia)

Craig brings deep experience in privacy and cybersecurity compliance, complex regulatory frameworks, and strategic risk management. He has counselled clients across multiple sectors — including insurance and financial services — on compliance with key frameworks such as HIPAA, GLBA, FERPA, and various state breach notification statutes.

Before joining Constangy, Craig represented organizations in privacy matters, civil litigation, criminal cases, and regulatory investigations. He has also handled high-profile investigative work involving higher education and athletics — strengthening the firm’s capacity to advise clients through compliance challenges and cybersecurity incidents with both legal insight and operational clarity.

Craig earned his J.D. from Cornell Law School and his B.A. in Political Science from Yale University, and is admitted to practice in Pennsylvania and the U.S. District Court for the Eastern District of Pennsylvania.
