Donna Maddux Presents on Cyber Risk at California JPIA’s 30th Annual Forum
Constangy partner and Cyber Team member Donna Maddux was a featured speaker at the California Joint Powers Insurance Authority’s (JPIA) 30th Annual Risk Management Educational Forum, held October 1–3, 2025, at the Omni La Costa Resort in Carlsbad, California.
This annual event offered attendees an engaging lineup of sessions on legal liability, employment law, governance, and emerging public-sector risks.
Donna presented two timely sessions focused on cybersecurity preparedness and risk mitigation for public entities. “I Like the Way You Work It: Crime vs. Cyber—Understanding the Overlaps and Minimizing the Exposures,” held on October 2nd from 10:45 AM-12:15 PM, examined how traditional crime exposures, such as theft and fraud, intersect with modern cyber threats like ransomware and data breaches.
“Mo Data, Mo Problems: Public Sector Incident Response—Minimizing Downtime and Maintaining Public Trust,” held on October 2nd from 3:45 PM-5:15 PM, shared strategies for developing and activating an incident response plan that supports operational continuity and public confidence following a cyber incident.

Donna Maddux is a partner in Constangy’s Portland office and a member of the Cyber Team.
