Sean Hoar Presents at NLC-RISC Trustees Conference On Emerging Cyber Trends

Constangy Cyber Team chair Sean Hoar will present at the National League of Cities NLC-RISC Trustees Conference, taking place May 13–15, 2026, in Savannah, Georgia. 

The NLC-RISC Trustees Conference provides an opportunity for pool executives and governing board members, also known as trustees, to learn about emerging trends impacting pooling organizations. The conference features workshops, programs, and resources designed to help trustees fulfill their fiduciary responsibilities and advance their organizations’ missions. Attendees also have the opportunity to connect with fellow trustees from across the country in a collaborative, non-competitive environment.

Sean will lead a session titled “Emerging Cyber Trends – The Anatomy of a Cyber Insurance Claim” on May 15 from 1:15 to 2:15 p.m. The session will examine emerging cyber trends, including the most dangerous malicious exploits currently affecting businesses and municipalities, and the growing importance of cyber insurance in mitigating the financial impact of extortion-based attacks. The session will also address enterprise risk mitigation strategies designed to reduce third-party liability.

Sean Hoar is a partner in Constangy’s Portland office and serves as chair of the firm’s national Cyber Team. He has more than 25 years of experience advising on data privacy and information security matters. Sean previously served as a cyber attorney with the U.S. Department of Justice, where he was the lead cyber attorney for the U.S. Attorney’s Office in Oregon and worked with the Computer Crime & Intellectual Property Section in Washington, D.C. He has collaborated extensively with federal agencies, including the FBI and Secret Service, on complex cybercrime investigations and prosecutions, and has received the DOJ Director’s Award twice. Sean holds multiple cybersecurity and privacy certifications, including GISP, CISSP, and CIPP/US, and regularly assists clients in responding to data breaches and managing cyber risk.
