National labor, employment, and cybersecurity law firm Constangy, Brooks, Smith & Prophete, LLP is pleased to welcome a team of six attorneys and business professionals to further grow its Cybersecurity & Data Privacy practice, which added 44 team members earlier this year. These additions expand the firm’s compliance, regulatory advisory and incident response planning practice, further bolstering its services to international clients.

The team joining Constangy includes partner Jordan Fischer, along with Allison Prout as senior counsel, and associates Dafina Buçaj and Carolyn Ho. These attorneys will be joined by two paralegals. The attorneys and paralegals joining Constangy spread across five locations throughout the United States.

In addition to building upon Constangy’s cybersecurity and data privacy experience, this announcement marks the continuation of the firm’s growth strategy across its now 22-state footprint, with 37 attorneys already added in 2023.

About Jordan Fischer

Fischer led the international compliance and advisory practice at her previous firm and focuses on cross-border data management and information governance. In addition to practicing in state and federal courts throughout the United States, she practices internationally in Europe, Asia and South America. Fischer is a Certified Information Privacy Professional for Europe (CIPP/E) and the U.S. (CIPP/US), and a Certified Information Privacy Manager (CIPM), as awarded by the International Association of Privacy Professionals. Fluent in English and French, she is also a certified trainer for the International Association of Privacy Professionals.

Fischer is a recognized leader in cybersecurity and data privacy law. She speaks regularly on technology law topics and hosts the American Bar Association’s “Cybersecurity and Data Privacy: The New Frontier” podcast. Pennsylvania Super Lawyers® has recognized Fischer as a “Rising Star” in Technology Law each year since 2019, and she was named to the American Bar Association’s On the Rise – Top 40 Young Lawyers list in 2022. About Allison Prout

Prout specializes in data privacy and contractual security requirements and represents clients in high-stakes technology transactions involving intricate regulatory and business needs. She focuses her contracting practice on a wide range of IT-related areas, including software as a service (SaaS), infrastructure as a service (IaaS), platform as a service (PaaS), professional services, software, licensing, data survey, hosting, and other agreements.

Prout counsels clients on a variety of national and international privacy regimes, including the General Data Protection Regulation (GDPR), the Children's Online Privacy Protection Act (COPPA), the Family Educational Rights and Privacy Act (FERPA), New York Education Law 2-D, and industry best practices.

She has experience developing organizational contracting practices for companies, both domestic and international, spanning multiple jurisdictions. Prout also assists clients in crafting specialized data privacy and security plans that adhere to legal requirements and offer workable solutions for organizational objectives.

About Dafina Buçaj

Buçaj assists clients on various matters regarding data privacy, cybersecurity, and public policy. Her practice focuses on data privacy and regulatory security assessments, information privacy and security protocols and procedures, external policies, data collection, vendor risk assessments, contract development and review, and the development of threat mitigation plans.

Buçaj helps clients implement enterprise-wide data security and privacy programs following federal, state, and international privacy regulations. She is committed to assisting global organizations in developing data security and privacy programs to ensure adherence to global regulations, such as the GDPR, PIPIEDA, CASL, POPIA, LGDP, and PIPL. She has worked with clients to mitigate legal risk by identifying vulnerabilities and implementing procedures and controls using practical solutions. Buçaj is a Certified Information Privacy Manager (CIPM) and a Certified Information Privacy Professional for the United States (CIPP/US). She is pursuing a Doctor of Juridical Science (J.S.D.) degree from Loyola Law School with a focus on Cyber Law.

About Carolyn Ho

Ho advises clients on the development and implementation of comprehensive data security and privacy compliance programs in accordance with federal, state, and international privacy regulations, such as the European Union’s General Data Protection Regulation (GDPR), the Health Insurance Portability and Accountability Act (HIPAA), the Telephone Consumer Protection Act (TCPA), the California Consumer Privacy Act (CCPA), and other emerging industry-specific and state privacy and cybersecurity laws. She works with clients on matters involving advertising technology, marketing, and data processing agreements, as well as the creation of privacy rules and protocols. Ho has a working knowledge of Mandarin Chinese, German, and Korean.
