National labor, employment and cybersecurity law firm Constangy, Brooks, Smith & Prophete, LLP is pleased to announce Rebecca Eng, Alok Gupta, Latiqua Liles, Graeme Rudd, Manjari Sahai and Xuan Zhou have joined the firm across six office locations.

Rebecca is affiliated with our Winston-Salem, North Carolina office. She works with our rapid response team and assists clients in responding to various data security incidents such as ransomware, business email compromises, fraudulent wire transfers and insider threats. Rebecca earned her law degree from Ave Maria School of Law and holds the Certified Information Privacy Professional for United States laws (CIPP/US) credential from the International Association of Privacy Professionals (IAPP).

Alok is based in Constangy’s Los Angeles office and serves as senior counsel. Leveraging his experience as an in-house counsel, Alok provides invaluable guidance to employers on all facets of labor and employment law, including compliance with anti-harassment, discrimination, privacy and workplace laws, effective performance management, planning for layoffs, mergers and acquisitions, and wrongful termination.

Latiqua is affiliated the firm’s Northern New Jersey office. Latiqua focuses her practice on employment law and litigation, concentrating on counseling services for companies spanning diverse industries. With a comprehensive understanding of employment-related matters, she provides legal representation to employers facing various challenges. Latiqua is well-versed in navigating both state and federal courts, as well as administrative agencies at both levels. A significant facet of Latiqua's practice centers on offering proactive guidance and day-to-day counseling to employers. Her expertise encompasses advising on an array of employment issues, including employee performance, termination, discrimination, harassment, retaliation, leave entitlement, and accommodations, as well as conducting internal investigations. Latiqua also extends her support to employers in the development of essential documents such as employee handbooks, policies, and agreements. She has been recognized in the 2023 and 2024 editions of The Best Lawyers in America® "Ones to Watch" and as New Jersey Super Lawyers “Rising Stars” honoree since 2022.

Graeme is based in the Portland, Oregon area. He joins our incident response team with an extensive background and multifaceted expertise in cybersecurity and project management. Graeme earned a Bachelor of Science in Health Science at George Washington University and a Juris Doctorate from Lewis & Clark Law School.

Manjari serves as senior counsel and is affiliated with our Minneapolis office. She concentrates her immigration practice on helping clients and their foreign nationals navigate complex U.S. immigration laws and regulations. Manajari delivers timely, cost-effective, and policy-guided solutions, balancing corporate goals and employee needs. She has offered invaluable advice and counsel to small, mid-size, and large Fortune 500 organizations. Manjari is adept at handling complex business immigration matters, specializing in H-1B visas, L-1 visas, PERM petitions, and I-140 applications, among other employment-based immigrant and non-immigrant visa classifications. She has experience managing cross-border intra-company transfers and providing guidance on opportunities for visa eligibility. Manjari earned her LLM in International Law and Human Rights from Yale Law School, and law degrees from Lucknow University, India and Dickinson School of Law, Pennsylvania. Before migrating to the US, she was a member of the Delhi Council and also served on the public interest litigation team for the Supreme Court of India in connection with Bhopal Union Carbide litigation.

Xuan is based in our San Diego, California office. Xuan has several years of litigation experience and works with our cyber litigation team to defend clients in class actions arising out of data security incidents. Xuan earned her Bachelor of Arts degree at Yunnan University of Finance and Economics in Kunming, China, and her Juris Master degree at Nankai University School of Law in Tianjin, China. She then earned her Master of Laws and her Juris Doctor degrees at St. John’s University School of Law in Queens, New York. Xuan also holds the Certified Information Privacy Professional for United States laws (CIPP/US) credential from the International Association of Privacy Professionals (IAPP).
